Cambodia Strongly Condemns Thailand’s Aggression against Cambodia’s Sovereignty

Updates on the situation along the Cambodia-Thailand border (05 August 2025)

1. Spokesperson of the Ministry of Foreign Affairs and International Cooperation (MFAIC) of Cambodia –

  • During the press briefing on 5 August 2025, the Spokesperson of the Ministry of Foreign Affairs and International Cooperation rejected Thailand’s false accusations during its briefing to the Diplomatic Corps in Bangkok on 4 August 2025.
  • The MFAIC clarified as follows:
  • Cambodia did not start the conflict. On the contrary, it has consistently exercised maximum restraint in the face of Thai military provocations. The border tensions stem from Thailand’s repeated incursions into Cambodian territory in violation of existing agreements, including the 2000 MoU and international law.
  • Thailand’s claim of self-defense is unfounded. The Cambodian armed forces have only acted in proportionate response to protect its sovereignty and citizens following cross-border incursions and unprovoked artillery fire by the Thai side.
  • Thailand’s allegations of Cambodian “disinformation” are an attempt to shift blame and avoid accountability for its own ceasefire violations.
  • Cambodia’s conduct remains aligned with international law and international humanitarian principles. The Cambodian armed forces have never targeted civilian populations as falsely alleged by Thailand.
  • Cambodia remains committed to the ceasefire agreement reached during the Special Meeting on 28 July 2025 in Malaysia and will continue to engage in good-faith for its full implementation through ASEAN mechanisms.
  • The MFAIC strongly condemns the continued provocations by the Thai armed forces and urges Thailand to:
  • fully respect Cambodia’s sovereignty and territorial integrity, in accordance with the UN Charter, the ASEAN Charter and fundamental principles of international law;
  • To immediately cease all military provocations and unilateral actions that jeopardize the security of civilians and risk further escalation;
  • To match its public commitments to peace with credible actions on the ground by faithfully implementing the ceasefire agreement.
  • To refrain from further escalation and disinformation that threaten the fragile peace and stability along the border of the two countries. Cambodia reaffirms its unwavering commitment to resolving all outstanding issues through peaceful means, in accordance with international law, the 2000 Memorandum of Understanding (MoU), and the ceasefire agreement.

2. Through the Royal Letter dated 4 August 2025, His Majesty Norodom Sihamoni, King of Cambodia stated that “in light of the serious violations and threats to the country’s territorial integrity posed by the Thai army, and in accordance with the spirit of the Constitution, I hereby authorize Samdech Akka Moha Sena Padei Techo Hun Sen, President of Senate of Cambodia, Chairman of Supreme Privy Council to the King, and a five-star General of the Royal Cambodian Armed Forces, to communicate with Prime Minister of Cambodia on military affairs, national defence, and the protection of Cambodian national sovereignty and territorial integrity.”

3. On 4 August 2025 -as a feedback to some Thai newspapers reports that suggested he has violated the Cambodian Constitution by commanding the army, Samdech Techo Hun Sen, President of Senate of Cambodia and Chairman of Supreme Privy Council to the King stated that “No need to besurprised, don’t think of me as the leader of the country. Even as a citizen, I have the right to fight anyone who invades my homeland.”

4. Spokesperson of the Ministry of National Defence of Cambodia –

  • From 12 midnight 5 August, 2025 up to 06:15am this morning, the situation at the frontline along Preah Vihear and Uddar Meachey Provinces remain calm and steady. Cambodian military forces stand strong and fully vigilant in fulfilling their duty. Cambodia remains fully committed to respecting and implementing the Ceasefire agreement achieved on July 28 2025, Putrajaya, Malaysia.
