សេចក្តីថ្លែងការណ៍របស់ក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិនៃព្រះរាជាណាចក្រកម្ពុជា បដិសេធការចោទប្រកាន់របស់ថៃអំពីការរំលោភបទឈប់បាញ់

រាជរដ្ឋាភិបាលកម្ពុជាសូមបដិសេធដាច់អហង្ការ ចំពោះសេចក្តីប្រកាសរបស់ក្រសួងការបរទេសថៃចុះផ្សាយនៅថ្ងៃទី ៣០ ខែកក្កដា ឆ្នាំ២០២៥ ដែលចោទប្រកាន់ខុសពីការពិតថា កម្ពុជាបានរំលោភលើបទឈប់បាញ់ ដែលបានឯកភាពគ្នាកាលថ្ងៃទី២៨ ខែកក្កដា ឆ្នាំ២០២៥ នៅប្រទេសម៉ាឡេស៊ី។ ជាថ្មីម្តងទៀតកម្ពុជាសូមទាត់ចោលទាំងស្រុងការបន្តប្រឌិតអះអាងរបស់ ថៃនេះ ដូចដែលបានធ្វើរួចមកហើយនៅក្នុងសេចក្តីថ្លែងការណ៍របស់ក្រសួងការបរទេសកម្ពុជា ចេញថ្ងៃទី២៩ ខែកក្កដា ឆ្នាំ២០២៥។ កងកម្លាំងប្រដាប់អាវុធកម្ពុជាពុំបានធ្វើសកម្មភាពណា មួយទាល់ តែសោះ ដែលចាត់ទុកថាជាការរំលោភលើបទឈប់បាញ់ ដែលបានព្រមព្រៀងគ្នា។

កម្ពុជាព្យាយាមដោយស្មោះត្រង់ ដើម្បីសម្រេចកិច្ចព្រមព្រៀងបញ្ចប់ជម្លោះប្រដាប់អាវុធ ទាំងស្រុងក្នុងបំណងចៀសវាងការបាត់បង់អាយុជីវិតមនុស្សដោយមិនចាំបាច់បន្ថែមទៀត ក៏ដូចជាការរងទុក្ខរបស់ប្រជាជនរាប់ម៉ឺននាក់ ដែលត្រូវរត់ចោលលំនៅដ្ឋាន ដោយសារតែការប្រយុទ្ធគ្នា។ កម្ពុជាបញ្ជាក់ជាថ្មីយ៉ាងម៉ឺងម៉ាត់ នូវការប្តេជ្ញាចិត្តឥតងាករេក្នុងការអនុវត្តកិច្ច ព្រមព្រៀងបទឈប់បាញ់គ្នាប្រកបដោយប្រសិទ្ធភាព និងពេញលេញព្រមទាំងការដោះស្រាយ ជម្លោះជាមួយប្រទេសថៃដោយសន្តិវិធី។

បច្ចុប្បន្ននេះ គឺជាពេលវេលាដែលត្រូវផ្តោតការគិតគូរទៅលើគោលដៅចម្បង ក្នុងស្តារ សន្តិភាព និងរក្សាចីរភាពនៃសន្តិភាពដើម្បីជាប្រយោជន៍នៃប្រទេសទាំងពីរ និងស្ថិរភាពក្នុង តំបន់ទាំងមូល។ ក្នុងន័យនេះ កម្ពុជាសូមវាយតម្លៃខ្ពស់ចំពោះការប្តេជ្ញាចិត្តដ៏មុតមាំរបស់  ប្រទេសម៉ាឡេស៊ី  ជាប្រធានអាស៊ានបច្ចុប្បន្ន ដែលបានចាត់វិធានការយ៉ាងឆាប់រហ័សក្នុងការ បង្កើតយន្តការត្រួត ពិនិត្យ និងរាយការណ៍ សំដៅធ្វើយ៉ាងណាឱ្យបទឈប់បាញ់ត្រូវបានអនុវត្ត យ៉ាងមានប្រសិទ្ធភាពតាមការព្រមព្រៀងគ្នា។ កម្ពុជាក៏សូមវាយតម្លៃខ្ពស់ផងដែរចំពោះការ គាំទ្ររបស់ប្រទេសសមាជិកអាស៊ាន និងប្រទេសផ្សេងទៀតដែលយកចិត្តដាក់ ក្នុងការធ្វើអោយបទឈប់បាញ់មានស្ថិរភាពឋិតថេរយូរអង្វែង។

ដើម្បីតម្លាភាពពេញលេញ និងដោយមានកិច្ចសហប្រតិបត្តិការល្អពីប្រធានអាស៊ាន នៅថ្ងៃទី៣០ ខែកក្កដា ឆ្នាំ២០២៥នេះ កម្ពុជាបានរៀបចំដំណើរទស្សនកិច្ចរបស់អ្នកការទូតបរទេស និងអនុព័ន្ធយោធាបរទេសនៅរាជធានីភ្នំពេញ ទៅកាន់តំបន់ព្រំដែន អាន សេះ។ ការដែលប្រទេសកម្ពុជា ខិតខំជំរុញឯឱ្យមានយន្តការត្រួតពិនិត្យ គឺជាសក្ខីភាពបញ្ជាក់ពីភាពស្មោះត្រង់ ភាពបើកចំហ និងបំណងប្រាថ្នាដ៏មុតមាំរបស់កម្ពុជាក្នុងការរក្សាឱ្យបាននូវបទឈប់បាញ់ និងបញ្ចប់ការប្រយុទ្ធគ្នាជាស្ថាពរដើម្បីសង្គ្រោះជីវិតមនុស្ស។

រាជរដ្ឋាភិបាលកម្ពុជាសូមបញ្ជាក់ជាថ្មីនូវការប្រកាន់ខ្ជាប់បទឈប់បាញ់ និងការប្តេជ្ញាចិត្តយ៉ាង ខ្ជាប់ខ្ជួនចំពោះគោលការណ៍ច្បាប់អន្តរជាតិ ការដោះស្រាយវិវាទដោយសន្តិវិធី និងការគោរពយ៉ាងម៉ឺង ម៉ាត់ចំពោះអធិបតេយ្យ បូរណភាពទឹកដី និងសេចក្តីថ្លៃថ្នូរនៃប្រជាជាតិទាំងពីរ។

Statement of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia Rejecting Thailand’s False Allegation on Ceasefire Violation

The Royal Government of Cambodia categorically rejects the Statement of the Ministry of Foreign Affairs of Thailand issued on 30 July 2025, which falsely alleges that Cambodia has violated the ceasefire reached on 28 July 2025 in Malaysia. Cambodia wishes to reiterate its rejection of the continued fabricated claims, as already expressed in the Statement of the Foreign Ministry of Cambodia issued on 29 July 2025. At no point of time had the Cambodian armed forces engaged in any actions that could be construed as a violation of the agreed ceasefire.

Cambodia has earnestly endeavored to reach an agreement for the cessation of all armed hostilities, to prevent further needless loss of lives and suffering of tens of thousands of people who are displaced by the fighting. Cambodia unequivocally reaffirms its steadfast dedication to the full and effective implementation of the ceasefire agreement and peaceful resolution to all disputes with Thailand.

It is now time to emphasize on the primary goal of not only restoring peace, but also making it enduring, for the benefit of both nations and the stability of the entire region. In this regard, Cambodia deeply appreciates the strong commitment shown by Malaysia, the current Chair of ASEAN, for taking expeditious action to set up a monitoring mechanism for the verification and reporting of the ceasefire to ensure its effective implementation as agreed. Cambodia appreciates the support of all ASEAN Member States and other interest countries in making the ceasefire lasting.

For full transparency, with the good cooperation of the ASEAN Chair, Cambodia organized today, 30 July 2025, a site visit by foreign diplomats and Military Attaché Corps in Phnom Penh to the border area of An Seh. Cambodia’s push for a monitoring mechanism is a testament to its sincerity, openness and strong desire to maintain the ceasefire and completely end the fighting to save lives.

The Royal Government of Cambodia reaffirms its full adherence to the ceasefire and steadfast commitment to the principles of international law, the peaceful resolution of disputes, and firm respect for the sovereignty, territorial integrity, and mutual dignity of both nations.
